Bad encoding should a crime

It is about 18 months since I wrote this little post on terrible site password security. Unfortunately, I see, very little has changed, such as by the recent security breach universal music, which their real user names, e-Mail addresses and passwords made available. Similar reports appear every day now, such as surface. Late last week in the Washington Post and FBI to Federal IRC, although it is not clear, whether the latter two were so wildly irresponsible as universal music.
